Angela Navarro
PRESIDENT
Angela Navarro is a nationally respected energy and climate policy expert with deep experience in electricity regulation and clean energy markets. She advises energy companies, climate tech firms, non-profits, and foundations on complex regulatory and policy issues across the U.S. In this work, she relies on her experience as a former Commissioner on the Virginia State Corporation Commission and as a senior advisor to two Virginia Governors.
Angela’s career has spanned the corporate, non-profit, and government sectors. Most recently, she was the Head of Regulatory Affairs at Arcadia Power, where she led the company’s regulatory strategy and worked to shape clean energy markets across sixteen states.
In her public service career, Angela was elected to serve as one of three Commissioners on the Virginia State Corporation Commission. She also served as Deputy Secretary of Natural Resources under Governor Terry McAuliffe and Deputy Secretary of Commerce and Trade under Governor Ralph Northam. In these roles, she led the state’s climate and clean energy portfolio and spearheaded economic development initiatives.
Earlier, Angela practiced law at the Southern Environmental Law Center, leading the organization’s energy efficiency practice group across the Southeast and managing the clean air and energy program in Virginia. It was here that she began her work before state utility commissions, appearing in dockets throughout the southeast and litigating dozens of proceedings before the Virginia State Corporation Commission.
Angela holds degrees in Business and English from the University of Florida and earned her J.D. from Georgetown Law School. She is on the Advisory Council for the State Energy & Environmental Impact Center at NYU School of Law and serves on the Board of Directors of Big Brothers Big Sisters of the Central Blue Ridge.
